AMY HERMAN
Amy Herman has more than 20 years of experience assisting companies with their sales and use tax issues. Amy is a Certified Public Accountant with extensive experience identifying savings opportunities and negotiating with tax jurisdictions on client’s behalf, as well as assisting clients with data solutions and sampling processes.
Amy has broad industry experience serving clients in a variety of industries including oil and gas, energy, manufacturing, retail/wholesale distribution, and construction. Prior to EIS, Amy served as a Senior Manager in the Sales and Use Tax Practice of two Big 4 accounting firms, where she was also the market circle leader for Operational Tax Consulting. Prior to her Big 4 experience Amy worked as an auditor with the Texas Comptroller of Public Accounts.
Amy has deep experience with effectively managing refund and audit defense projects. She also helped manage a project to implement a web-enabled sales tax audit process and data warehouse.
Amy is a graduate of Texas State University and is a Certified Public Accountant
MARK MITCHELL
Mark Mitchell has over 20 years of experience negotiating federal, state, and local tax incentives on behalf of retail, commercial and industrial clients throughout the U.S. Prior to EIS, Mark served in various municipal, utility, state economic development and consulting roles in Michigan, Indiana and Texas including a lead executive for a regional economic development corporation, senior manager with a Big 4 accounting firm and senior vice president of business development for a renewable energy company. Mark has been successful in negotiating over $700 million of property tax abatements, tax increment financing, job creation tax credits, finance grants, cash grants, and infrastructure grants for clients in multiple markets throughout the country.
Mark is a highly-respected consultant who has received numerous state and local awards for community and economic development and has been asked to author numerous articles and speak on various topics involving traditional incentives, tax increment financing, and workforce development and industry trends.
Mark holds a B.A. from Indiana University and a M.B.A. from Anderson University, Anderson, Indiana and is a LEED Accredited Professional. His volunteer passion is focused on traditional and digital literacy efforts for all ages.

PERRY SELLERS
Perry Sellers has more than 15 years of experience assisting companies in obtaining discretionary incentives and tax credits. Perry is a Certified Public Accountant with extensive experience identifying location cost savings and negotiating incentives, as well as thorough knowledge of state and local tax laws, rules, regulations and procedures.
He has broad industry experience serving clients in the oil and gas, energy, manufacturing, aerospace, retail, healthcare and hospitality industries. Prior to joining EIS Perry served as Senior Manager for two Big 4 accounting firms where he led the southwest area's employee training incentives initiative.
Perry specializes in employee training grants and incentives in key metropolitan areas of the country. He has developed valuable relationships with key government, higher education and local workforce development decision makers in these regions.
Perry holds a BBA and MS (Accounting) from Texas A&M University and is a Certified Public Accountant.

ERIC GEISLER
Economic Incentive Services, LLC (EIS) is led by Eric Geisler, who is recognized as one of the premier site selection and incentive consultants in the country. Eric has more than 25 years of experience serving industrial, commercial and retail clients within the areas of economic incentives and tax credits, corporate site selection/location analysis and public/private financing.
Eric leads a team of site selection and incentives experts, affiliates and partners in major markets of the country who have experience in public accounting, economic development, real estate and site selection, law and legislative affairs. Eric and his team bring a unique perspective and immediate credibility to our client's projects, having served in private sector consulting, as well as state and local government roles.
Prior to forming EIS, Eric served as a regional tax incentives practice leader for two Big 4 accounting firms and an international financial services firm, as well as Director of National Business Development for the Texas Department of Commerce and Director of Economic Development for West Texas Utilities Company. In addition, Eric served as Chairman of the Board for the Texas Economic Development Council (TEDC) and has been a member of CoreNet Global for 20 years.
Eric is a graduate of St. Edward’s University in Austin (Finance) and is a Certified Economic Development Finance Professional (EDFP). He is also a graduate of the Economic Development Institute, Norman, Oklahoma and Strategic Marketing Management Executive School, Darden Business School, University of Virginia.
